Healthcare Research Sr. Program Manager - VICTR

JOB SUMMARY

In your rewarding, pivotal role as Health Research Sr. Program Manager, you will collaborate with the Biostatistician's program and administrative teams to coordinate infrastructure of small clinical and translational research programs or phases of larger, long-range programs spanning innovative research topics. You also will develop, analyze, and conduct financial analyses to assess the viability of strategic and financial plans for research programs.

The Vanderbilt Institute for Clinical & Translational Research (VICTR) is Vanderbilt's virtual home for clinical and translational research. Supported by Vanderbilt University Medical Center's Office of Research and the NIH-sponsored Clinical and Translational Service Award (CTSA), the mission of the institute is to transform the way ideas and research discoveries make their way from origin to patient care. VICTR functions to help researchers and clinicians do their jobs better by providing tools and support to improve the quality of research, publications, grant writing, and training for future doctors and researchers. KEY RESPONSIBILITIES

  • Monitors budget and performance of research program operations and contracts.
  • Provides strategy and direction for staffing and human resources across research programs.
  • Develops operational systems and processes and leads process improvement.
  • Liaises with other departments in support of shared programs
  • The responsibilities listed are a general overview of the position and additional duties may be assigned.

TECHNICAL CAPABILITIES

BUDGET MANAGEMENT

  • Provides budgetary management for a blended portfolio of costrecovery, effort reported, capitated payment, and fixed price contracts, and understands the difference between the rules and regulations for these different funding sources, both external and internal to VUMC. Creates processes to ensure individuals allocating any effort to sponsored grants and contracts correctly certify that the effort, paid or committed, is reasonable. Collaborates on the development of business plans, regulatory changes, and compliance matters. Evaluates and negotiates budgets to determine programs' performance and stability. Provides leadership in developing processes for enhancing quality, customer satisfaction, and financial performance goals.

CONTRACTS

  • Facilitates negotiation of contracts with sponsors or prime awardee. Negotiates and administers programs performed in partnership between VUMC and subcontracting sites. Coordinates program aspects from reviewing and advising on contractual business terms, coordinating deadlines, and negotiating payment and budget milestones. Creates and maintains relationships with subcontract sites. Maintains correspondence and documentation related to contracts. Communicates and presents information to stakeholders.

PROGRAM STRATEGY & DIRECTION

  • Analyzes the current operating status of programs and collaborates on staffing plans and longterm staffing vision. Collaborates on combining program plans with people based on skillset, and assists in effort management practices. Works with leadership and staff and performs HR-related transactional functions necessary to ensure staffing continuity and employee satisfaction. Identifies and engages team in all elements required to succeed in program implementation. Supports the execution of individual projects with task and timeline management.

SYSTEMS & PROCESSES

  • Evaluates current processes for efficiency, effectiveness, quality and cost/value. Identifies and analyzes workflow processes to be improved, and engages team members to provide input. Develops specific standard operating procedures (SOP) to improve operational efficiency. Develops action plans for implementation. Monitors and measures the benefits of post process implementation to ensure quality, efficiency, and improvement.
